Warnings are issued for a region. Risk happens at a specific site.
BCM24 retrieves warnings from more than a dozen public sources continuously, assigns them to your sites and calculates risk using a transparent rule. It guides the team from decision to tasks, SMS message and report. Every step is documented.
BCM24
Demo portfolio of a municipality: the office, schools, fire stations. The same engine has sensitivity profiles for warehouses, office buildings and shopping malls.

FROM ALERT TO DECISION AND NOTIFICATION
An alert alone does not solve the problem
A warning tells you that something is happening in the region. That is only the beginning. When information is scattered across websites, phones, spreadsheets and e-mail, it is hard to build a shared picture of the situation while also running the response.
THE TEAM STILL HAS TO DETERMINE
- 01Does the threat actually affect our area or site?
- 02Who and what can it affect: people, sites, services, processes?
- 03What matters most, and who makes the decision?
- 04Who is to carry out each action, and what resources are needed?
- 05Who needs to be notified?
- 06Do we know who received the message and whether the task was completed?
A warning covers a whole district (powiat), and you have several sites in it with different levels of sensitivity
Every warning is routed to specific sites, with tasks for each of them and a risk level for the entire portfolio
Who made a decision and who carried out a task has to be reconstructed after the fact from e-mails and phone calls
A register of decisions and tasks with the person, time and status: ready material for inspections and audits
There are so many warnings that people stop reading them
Impact assessment based on a transparent rule: the team receives what actually affects your sites
Notifications go out separately, through different tools, and it is unclear who received the message
The SMS message is linked to the event and the site. The duty officer approves the content and the recipient list, and the delivery status stays in the system
A list of resources in a spreadsheet does not tell you what is really ready for use
A register of crisis resources per site: what there is, where it is and who is responsible for it
RESULT
- A verified signal
- Local impact
- A specific decision
- The right notification
- Documented action
ONE ENGINE, TWO CONTEXTS
Security and business continuity management in the public sector and in business
BCM24 combines threat monitoring, a local picture of the situation, tasks, resources, SMS messages and documentation of actions. The mechanism is shared. What changes is the organization's context: sources, site types, processes and message recipients.

For local governments and public institutions
Crisis management, civil protection and civil defense, public sites and services. The municipal office, schools and OSP (volunteer fire brigade) fire stations in one portfolio, with a separate context for each site.
SITES IN THE PORTFOLIO
Monitoring
Sources selected for local government: national, regional, local and sector-specific. The source list can be expanded.
Action
Local assessment of impact on people, sites, roads, water, energy and public services. Tasks and response plans for the municipal office, organizational units and field teams. A register of resources and their readiness. Timeline, decision register and post-event report.
Notification
BCM24 also serves as a local SMS notification system. Residents sign up on their own and choose their location and topics. Internal lists, for example for units and teams, are set up during implementation.
Civil protection
The system supports records of resources, sites, readiness and tasks related to civil protection and civil defense. It does not replace the statutory systems, Alert RCB (the Government Security Centre's alerts) and RSO (Regional Warning System), or the competences of public authorities.

For companies and organizations
Business continuity from a single location to the whole organization. One site or one location is a fully valid way to use BCM24. A warehouse, an office building and a shopping mall have a ready-made sensitivity profile; other types, for example a production plant or a hotel, are configured individually during implementation.
SITE TYPES
Monitoring
We select the range of sources to fit your business: a production plant needs different information than a hotel or a retail chain. We build monitoring around what can actually affect a given location.
Action
Assessment of the local impact of an event on the site and critical processes. Priorities, response plans, tasks with a deadline and an owner, completion status. Control of resources and operational readiness. A documented course of the event to support audits and post-incident analysis.
Notification
SMS notifications for people taking part in the response: employees, management, security, administration, technical teams, people responsible for business continuity. We adapt the way of communicating to the company's structure and procedures.
Business continuity
BCM24 supports Business Continuity Management processes: threat, local impact, decision, response, tasks, message, report. It can complement Business Continuity Planning, Incident Management and Operational Resilience. It does not replace a formal BCM program, BIA analysis or BCP plans.
Detection · location · response
Public warning channels, polled continuously
A PSE level 3 warning reaches all of the municipality's sites - each one gets its own event, tasks and a response plan for its site type.
Risk score: warning level weight × source confidence × site type sensitivity. For the municipal office, sensitivity to power consumption limits is elevated (continuity of public services, crisis management center) → high risk
No black box: every component of the score is visible in the panel and can stand up to an audit.
A PSE level 3 warning covers the whole country - it reaches all five sites in the portfolio, and each one gets its own event and response plan.
Risk score: warning level weight × source confidence × site type sensitivity. Under power consumption limits, a warehouse (cold stores, high-bay racking, fleet charging) → high risk, an office building with no elevated sensitivity → medium risk. The shopping mall during smog (air conditioning in the arcades, crowds of customers) → high risk - which is why its pin lights up differently from the office building's.
No black box: every component of the score is visible in the panel and can stand up to an audit.
Draft message - awaiting approval
We do not add sources that we cannot assign to a site.
Detection - public channels polled continuously. Location - the warning is assigned to sites, with a risk score based on the sensitivity of the site type. Response - a decision, tasks with a deadline and an owner, a report after the event.
BCM24 MODULES
Everything a team needs for a coordinated response
STAGE 1DETECTION
STAGE 2LOCATION
STAGE 3RESPONSE

STAGE 1 · DETECTION
Source monitoring
The source list can be expanded, depending on the technical and legal availability of a given source.

STAGE 1 · DETECTION
Situation map
Sites, area boundaries, water gauges, road passability and a layer of collective protection sites on a single screen.

STAGE 1 · DETECTION
Impact and risk assessment
The same alert means something different for a school, a warehouse or a municipal office.

STAGE 2 · LOCATION
Events and decisions
One event card combines status, local impact, actions, decisions and change history.

STAGE 2 · LOCATION
Tasks and response plans
An event is closed once its tasks are completed.

STAGE 2 · LOCATION
Resources and readiness
A register of equipment, vehicles and supplies with responsibility, availability, inspections and shortages, per site.

STAGE 3 · RESPONSE
SMS notification
The duty officer approves the content and the recipient list. The consent register and delivery status stay in the system.

STAGE 3 · RESPONSE
Civil protection and civil defense
It does not replace statutory systems or the competences of public authorities.

STAGE 3 · RESPONSE
Action log and reports
The material also supports a compliance map for ISO 22301 and NIS2: as an aid, not as certification.

STAGE 3 · RESPONSE
Situation assistant
It does not make decisions for the organization.
A SYSTEM FITTED TO REAL EVENTS
Start with the situations that matter most to your organization
Every scenario follows the same cycle: signal, local impact, decision, tasks, message, report. What differs is what the team needs to ask.
WEATHER
Strong wind and a power outage
Monitoring detects the warning. The system helps identify the sites at risk, check the impact on people, roads and communications, start tasks and send an SMS message to the right people.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Which sites are at risk?
- Is backup power working?
- Who should be notified?
WEATHER
Heavy rainfall and loss of road access
The hydrological warning and the condition of the roads go into a shared picture of the situation. The right groups receive a message matched to their location.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Which sites are cut off?
- What are the detours?
- Who checks the condition of the roads?
INFRASTRUCTURE
Water supply failure or restriction
The system helps determine the affected area, priority sites and repair actions, and then send a message to the right recipients.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Who is without water?
- What are the substitute solutions?
- When will the supply return?
INFRASTRUCTURE
Power failure
The event links the status of backup power with a list of sites and tasks to be carried out.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Which sites are affected?
- How long can the process be sustained?
- Who carries out the actions?
SITE
Site unavailability
A fire, infrastructure damage or a technical failure limits the ability to use a location. BCM24 helps coordinate actions and quickly inform employees.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Who has access to the site?
- Where should the process be moved?
- Who knows about it?
SECURITY
Civil protection
Resources, units, communications and collective protection sites in one place. The notification system makes it possible to direct an SMS message to specific groups.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Which resources are ready?
- Who coordinates the units?
- Which collective protection sites are available?
CALENDAR
Planned and seasonal events
Public events, snow, icing or a period of increased load. Monitoring can be temporarily extended with additional sources.
THE SYSTEM HELPS CLOSE THE OPEN QUESTIONS
- Which sources should be added for the duration of the event?
- Who is on duty?
- Which sites operate differently?
THE SAME THREAT. A DIFFERENT IMPACT. A DIFFERENT MESSAGE.
A regional alert does not mean that every place is at equal risk
BCM24 helps you move from a general alert to the question: what does this mean right here, and who should know about it. Different groups do not have to receive an identical message.

REGIONAL WARNING
Strong wind, level 2, entire district
danger for children on their way and on the playground, decision on classes
no access to a village after trees have fallen
risk of a power interruption at a pumping station
problems with deliveries and unloading
parking lot evacuation, remote work for the team
reduced operations, customers outside
no significant impact
SCALE FITTED TO YOUR NEEDS
One site, several sites, the whole organization
You do not need to manage hundreds of sites to need monitoring, SMS notification and business continuity.

One site
Monitoring, response and SMS for a single location: a warehouse, an office building, a shopping mall or another site.

Several sites
Joint management of selected locations, keeping a separate context for each of them.

Multi-location organization
A central picture of the situation and the ability to drill down to each site separately, with the appropriate monitoring, tasks and message.
The platform does not change. Its configuration does.

MONITOR WHAT MATTERS TO YOUR ORGANIZATION
We do not limit monitoring to a single list of sources
More than a dozen public warning channels, polled continuously, plus local channels connected during implementation. A municipality needs different sources than a production plant, a hotel or a retail chain.
Public channels are the official websites of institutions. In the system, every channel has a description, a category and an operating status. The source list can be expanded: we configure monitoring individually and add new sources depending on their technical and legal availability.
We adapt the sources to the customer, not the customer to a closed list of sources.

THE RIGHT INFORMATION FOR THE RIGHT PERSON
SMS notification system
Monitoring that cannot quickly pass information to the right people does not close the response process. That is why SMS is an integral part of BCM24, not a separate tool.
Sign-up and consent
Recipients sign up on their own, confirm their number with an SMS code and choose their location and topics. Consent and opt-out are recorded; opting out is possible at any time.
Recipient groups
Lists match the structure of the organization: location, unit, team. Internal lists are set up during implementation.
Approval
A message goes out only after approval by the duty officer or another authorized person. No message goes out on its own.
Delivery statuses
The system shows the status of every message: submitted, delivered, rejected. The operator can see where delivery failed.
The message is linked to the event and the site. The sending history, consents and statuses stay in the action log under a case reference, ready for the post-event report.
Quiet hours and limits
Sending can be restricted to set hours and a weekly cap on messages per topic. A crisis message bypasses quiet hours.
Retention and masking
The phone number is masked in the preview. Recipient data is deleted 30 days after opt-out.
The assistant helps, the duty officer decides
The assistant can prepare a draft message. A message that requires approval never goes out without a decision by an authorized person.

AUTOMATION WITHOUT GIVING UP CONTROL
Technology supports the team. Authorized people make the decisions.
The source, time and currency of every piece of information are visible in the panel.
Monitoring is configured to the needs of the organization: we assess and enable additional sources as needed.
The rules for impact and risk assessment are transparent: a rule, not a black box.
Data refers to a specific area, site or location.
Decisions remain with authorized people.
SMS recipients are selected precisely, and the consent register and delivery status stay in the system.
A message that requires approval will not be sent by the assistant on its own.
We adapt roles, permissions and responsibility to the organization.
The scope of data, retention, backups and hosting in the European Union are agreed before production launch.
BCM24 supports existing procedures and decisions. It does not replace statutory systems, the competent services or authorities. Implementation does not automatically mean compliance with a particular standard.

A SMALL SCOPE, A CONCRETE RESULT
Start with what really matters
There is no need to describe the whole organization or migrate all data at once. At the start we choose two or three scenarios that best match your real needs.
Demo
30 minutes online, on demonstration data. We show the full cycle: monitoring, signal, local impact, decision, tasks, SMS message, report.
Choosing scenarios
Together we pick two or three events that best match the organization's risks and responsibilities.
Monitoring setup
We determine which information and sources are relevant. No single identical configuration for every customer.
Organization setup
Roles, sites, locations, tasks, resources, recipient groups and message approval rules.
Trial run with the team
The team goes through a full scenario in demonstration mode: SMS sending is simulated, nothing reaches real recipients.
Result and decision
We summarize how monitoring performed, the course of the response, response time and the simulated SMS communication. The decision to expand the scope is made after the results are accepted; scope and pricing follow once the number of sites and modules is agreed.
THE PILOT CAN COVER
- a municipality or another area
- selected public sites
- one commercial site or one company location
- several selected locations
- a specific process or a selected type of threat
- an SMS notification system for a defined group of recipients
To start, a limited scope is enough: a few of the most important sources, the right recipients and two or three scenarios. Operation on our side or installation on the customer's server is possible.
QUESTIONS
Frequently asked questions
PRODUCT AND OPERATION
What is BCM24?
A system supporting crisis management, business continuity, and tasks related to civil protection and civil defense. It combines threat monitoring, a local picture of the situation, decisions, tasks, resources, SMS notification and reporting in one documented process.
How does BCM24 differ from an ordinary alert system?
An alert system mainly delivers a message. BCM24 first helps determine the local impact of a threat on a specific area, site or process, then supports decisions and tasks, lets you send an SMS message to the right recipients and keeps a history of the whole response.
What does BCM in the name BCM24 stand for?
Business Continuity Management, that is, managing business continuity. It is one of the areas supported by BCM24, especially in commercial use. The platform also covers crisis management, threat monitoring, SMS, and civil protection and civil defense.
Does artificial intelligence make decisions?
No. The situation assistant can prepare a summary, a briefing or a draft SMS message. Decisions are made by authorized people.
SMS NOTIFICATION
Does BCM24 have an SMS notification system?
Yes. SMS is the primary notification channel in BCM24. The range of recipients, the way of sending and the required approvals depend on the organization's configuration.
Who can SMS messages be sent to?
To recipients who signed up on their own and chose their location and topics, and to internal lists agreed during implementation, for example for a team or a unit.
Does the system send SMS messages on its own, without a human decision?
No. Every SMS message goes out only after approval by the duty officer or another authorized person. The organization keeps control over critical communication.
Does the system show the SMS delivery status?
Yes. BCM24 shows the delivery status of every message: submitted, delivered, rejected. The operator can see where delivery failed.
MONITORING AND SOURCES
What sources can BCM24 monitor?
We select the range of sources to fit the organization's needs: official meteorological, hydrological, air and water quality, energy sources, information on fires, seismic activity, roads, and announcements from emergency services. Whether a specific source can be enabled depends on its technical and legal availability.
Where does BCM24 get its data?
From official public sources: IMGW (Polish national weather and water service), GIOŚ (Chief Inspectorate of Environmental Protection), RSO (Regional Warning System), GDDKiA (General Directorate for National Roads and Motorways), PSSE (district sanitary and epidemiological stations), PSE (Polish transmission system operator), NASA FIRMS and others. Each has a description of reliability and limitations in the system. In addition, local and sector-specific sources agreed for a particular implementation.
Can new sources be added later, or can I specify my own?
Yes. During configuration you can specify sources that matter to a particular organization, location or process, and then assess the possibility of enabling them technically. The catalog grows together with the organization's needs.
Does BCM24 replace Alert RCB or existing procedures?
No. BCM24 supports local coordination, SMS notification and documentation of actions. It does not replace statutory plans, the competent services, public warning systems such as Alert RCB (Government Security Centre), or the decisions of responsible authorities.
IMPLEMENTATION, COSTS AND COMPLIANCE
What does getting started look like?
We start with a 30-minute demo. Then we choose two or three scenarios, agree the most important sources and the minimum scope of the pilot. For a company this can be one site or one location. A full inventory of the organization is not needed at the start.
How much does BCM24 cost?
Pricing depends on the number of sites, the range of sources, the SMS module and the scope of implementation. You can start with a limited scope or a single location and expand the system later.
Does BCM24 replace a business continuity plan or a BCMS?
No. BCM24 supports carrying out business continuity processes, but implementing the platform alone does not replace BIA analysis, a continuity strategy, BCP plans or other elements of an organization's formal Business Continuity Management system.
What does an audit after an event look like?
The who-when-what log, the event timeline and the post-action report can be broken down into components and defended before an external inspection, an ISO 22301 audit or in insurance claim proceedings. The risk level is not a black box.
